Page 2 part 1: Narrative description of all the activities of the organization.

The Western Suburbs Rugby Football Club, Inc. (WSRFC, Inc.) is an "amateur athletic organization" that should be considered a "qualified amateur sports organization." WSRFC, Inc. mission is to lead in the development and promotion of rugby football through the establishment and fostering of comprehensive programs within the local area (Fairfax County, Virginia) and to support the growth of the United States of America as a competitive rugby-playing nation.

WSRFC, Inc. promotes and develops participants for playing and refereeing in the local area as well as for competing nationally and internationally with like participants.

WSRFC, Inc. is organized for the following purposes:

  1. To organize, coordinate and support matches with other Mid-Atlantic Rugby Football Union (MARFU) rugby clubs for regional league competitive play. These matches are arranged by MARFU and conducted by the clubs playing the matches. It is envisioned that this activity will take approximately 50% of the time.
  2. To take part in various fund-raising activities that will allow WSRFC, Inc. to pay for operating expenses. These expenses include obtaining practice and match fields, purchasing equipment (goal post pads, a scrum machine, balls, etc.), arranging for after-match social activities, arranging for annual award banquets, paying for MARFU and US Rugby dues, paying for club insurance, paying referee fees and expenses, maintaining a web site, and paying for a informational club phone line. It is envisioned that this activity will take approximately 20% of the time.
  3. To train players for national competition as a part of US Rugby’s regional/national competitive matches. These matches are arranged by MARFU and US Rugby. It is envisioned that this activity will take approximately 20% of the time.
  4. To train players for international and touring match play as a part of various rugby "Golden Oldies" and other festival tournaments. These matches are arranged commercially and by various international rugby clubs and conducted by Western Suburbs in conjunction with other local rugby clubs. It is envisioned that this activity will take approximately 5% of the time.
  5. To promote the sport of rugby football in the Fairfax County, VA area generally, and to raise the level of awareness of the sport in the United States by recruiting players for the club. It is envisioned that this activity will take approximately 5% of the time.

It is envisioned that the primary means of financial support will be via membership dues and money raised through fund-raising activities.

Page 2 part 3: The organization’s fund-raising program.

A fund-raising committee shall be formed of members; these members shall be volunteers and not professional fund-raisers. It is planned that fund-raising activities shall include social events (dinners, barbecues, crab feasts and other such events) where an entrance fee will be charged in excess of the actual expenses. Other fund-raisers shall include car washes and an annual rugby sevens tournament, where all funds raised in excess of expenses shall be used for club operations.

Page 4 part 11a: Describe the organization’s membership requirements and attach a schedule of membership fees and dues.

WSRFC, Inc. is a men’s rugby club within Division II of the Mid-Atlantic Rugby Football Union (MARFU). Membership is in two classes: active (player) and associate, or social. Membership dues are collected on a seasonal basis. (There are regular men’s fifteens rugby seasons in the spring and fall; summer season consists of play in rugby sevens. The summer sevens tournaments are paid for by the individual players and no dues are collected.) Associate, or social membership, is for those who do not wish to play rugby but wish to attend the activities with the players.

WSRFC, Inc. will promote itself and attract members by an Internet website, promotional material placed in public places, and articles and advertisements in rugby literature and magazines. No promotional material has been created at this time.

Dues payment from members enables WSRFC, Inc. to plan, schedule, coordinate and obtain playing fields and referees for rugby practice and local and regional competitive rugby play on behalf of the players.
